Project Overview

After several years in the conceptual stage and over a year in the planning and detailed design stages, construction on the Broadway Avenue Streetscape and Infrastructure Improvement Project will begin the week of May 6th.

This website is meant to be a source of information for property owners, businesses, citizens, travelers and customers of downtown businesses during the construction phase of this project. Previous planning and design study information is still available and can be accessed via the Previous Study Documents link.

The Broadway Avenue Streetscape and Infrastructure Improvement Project includes the following work:

  • Broadway Avenue from Main Street (Highway 13) to Fountain Street:  The reconstruction project includes removing and replacing the existing street, sidewalks, sanitary sewer, watermain and storm sewer facilities due to the age of facilities and condition of the roadway.  Bump-outs will be constructed at all intersections.  Decorative pavers will be used for crosswalk areas within the street and as decorative accents in the sidewalk areas.  New decorative street lights and other streetscape amenities (trees and tree grates, benches, litter receptacles, planters, kiosks, etc) will also be installed.
  • Fountain Street from Broadway Avenue to Washington Avenue:  The Fountain Street Broadway Avenue intersection will be reconstructed with concrete pavement utilizing bump-outs and decorative paver crosswalks.  A portion of the north side of Fountain Street from Broadway Avenue to Water Street will be reconstructed to allow the construction of a wider sidewalk in that area.
  • William Street Pedestrian Plaza:  The ½ block segment of William Street extending east of Broadway Avenue will be developed into a “convertible” pedestrian plaza.  The new concrete pavement will be constructed in the street area and new sidewalk will be constructed with decorative paver accents and streetscape amenities (decorative lighting, trees and tree grates, benches, litter receptacles, planters, etc).  The pedestrian plaza has been designed so that it can remain open to traffic and parking most of the time, but can also be closed for special activities and events.
  • Water Street Pedestrian Plaza:  The ½ block segment of William Street extending approximately½ block west of Broadway Avenue will also be developed into a “convertible” pedestrian plaza, that will      generally be open to traffic and parking but can be closed for special events.  As with the William Street pedestrian plaza, the Water Street plaza will have new concrete pavement in the street and new sidewalk with streetscape amenities behind the curb.
  • Fountain Lake Park Improvements:  Park improvements will feature a grand staircase leading to a promenade to the lake and a more functional boat dock.  A widened area of the promenade at the bottom of the staircase will also serve as a performance area with terraced seating provided adjacent to the staircase.  A handicapped accessible sidewalk will be provided from Fountain Street level to the promenade and to the existing gazebo.  A new storm sewer outlet for Broadway Avenue, the North Parking Lot and portions of Fountain Street will be constructed.  The stormwater runoff will be treated using a rain garden located in Fountain Lake Park to improve water quality before being discharged into the lake.
  • North Parking Lot (northwest corner of Broadway Avenue and Water Street):  The existing retaining wall along the west side of Broadway Avenue adjacent to the north parking lot will be removed and replaced with a new modular block retaining wall and a more attractive railing. The existing steps at the north end of the retaining wall will be replaced with a handicapped accessible sidewalk between the Broadway Avenue sidewalk and the north end of the parking lot.  The drainage within the parking lot will be improved and the entire parking lot surface will be reconstructed.
